Is it legal for collection agency to remove a collection from report but sell collection to another agency?

A question by luca :  To better clarify, a collection agency removed a collection from my credit reports after I disputed it. My credit scores increased and was doing well. 5 months later, I see a new collection on my credit report. It is in the same amount as the old collection so I know that the old collection agency must have sold my collection to this new agency. My credit score has gone down significantly because of this. So, is this legal? ?
