I would think so.
I was in NYC April 2019 and there were some apartments that were only $2300 a month.
That totally took me by surprise.
I’m guessing, though.
My guess/belief with Portland being the way it is now since that anarchy started last year is not a place many want to live in anymore.

No idea. Do some research. How much is the rent in the areas you wish to live? How much do you spend on food? Do you have a car payment? Will you have insurance provided by your employer?
Do the math and decide if you can afford it.
